Peace Building

Climate Change

Empowerment

Human Rights

What necessitated the formation of VOPA was decades-long conflict and insecurity along the shared border areas of Ethiopia, Somalia, and Kenya which was characterized by armed conflict, violent crime, extremist attacks, political instability, and state failure.
Insecurity stems from a complex mix of resource competition, clan power struggles, and, more recently, the presence of armed terror groups, which more easily operate and recruit in this environment. Security objectives often supersede others, creating challenges for mobile communities, breaking down risk-management strategies, stressing livelihoods, and creating fuel for conflict and radicalization.
